Regents approve fiscal year 2028 unified appropriations request for Kansas public higher education system
(Topeka, Kan.) - The Kansas Board of Regents (KBOR) today approved a unified appropriations request for the state’s public higher education system for Fiscal Year 2028. The request includes funding for the Kansas Blueprint for Literacy and a Job Creation Act, as well as full funding for two-year colleges’ tiered and non-tiered courses and the Excel in CTE program.
“The Regents, in partnership with institutional leaders, took a thoughtful, systemwide approach to identifying our needs and priorities, while remaining cognizant of the difficult funding decisions Legislators face,” said KBOR Chair Alysia Johnston. “With rising costs placing additional pressure on the higher education system, these investments would help ensure Kansas students continue to have access to outstanding educational opportunities while supporting efforts to grow the Kansas economy.”
The Regents’ budget request reflects a lengthy, collaborative process with university and college leaders to identify the most critical systemwide needs for the upcoming fiscal year. In developing the request, the Board considered affordability for students, Kansas’ workforce and economic needs and the rising operating costs faced by colleges and universities.
State support remains critical to sustaining a 32-institution system that helps Kansans earn affordable postsecondary credentials and supports the state’s long-term economic growth. All new funding is subject to the Board’s statutory performance agreement process, which requires institutions to demonstrate progress on high-impact practices that improve student outcomes.
